Bo Hines told the Bitcoin conference of 2025 in Las Vegas on 27 May that the federal government will keep every bitcoin (BTC) in custody and will pursue extra budget-neutral ways to increase its strategic bitcoin reserve.
Hines, who acts as executive director of the president of the President’s Council of Advisers for Digital Assets, Bitcoin described as “digital gold” And said that the scarcity of the active permanent detention requires.
He distinguished the Strategic Bitcoin Reserve (SBR) from the wider digital assets National Stockpile by emphasizing an absolute ban on widening. On March 6, an executive order Signed by President Donald Trump has established both concepts.
Hines Added:
“We are not going to sell Bitcoin that we may have in the US government, period.”
He also emphasized that the US recognizes Bitcoin as a merchandise with ‘intrinsic stored value’. This status justifies a separate reserve reserve.

Hines rejected the idea of a numerical target for federal companies and clarified that there is no cap. He said:
“We want as much as we can get possible.”
He added that the reserve framework instructed civil servants to find “budget -neutral ways” to grow the stack, and the working group continues to study options that meet that condition.
Speakers from the conference proposed ways to add Bitcoin to the reserve without using tax payment funds.
